i have short shaggy/emo hair and its about half an inch above my shoulders. i want to figure out how to style it but it's to long in the back to spike it up. i dont know what else to do with it.

Straighten it in the front (if you have a straightener...if you don't, buy one.). If you don't want to do that my friend says to pull your bangs up onto your scalp (or top of the head) to create a loop/poof. It looks uber-cute lol. Also, if your school has a cosmetology room you can maybe get them to trim up the back for CHEAP as hell. =) It turns out really good.
